Such maps use "ArcGis for Silverlight API" how should do , with free services ?

Talk about ideas about the three maps? How to create the each one??? Have instances can reference is better.

I think the previous two are relatively easy to do. I want to give you some hints about the third one. It is called "Birds View" or 3D-image. First you should make a DEM (Digital Elevation Model), then, you need a picture or air-photo or satellite image of the same place (of the DEM). Then, Make a gemetric correction between the DEM and air-photo (or image, this is sometimes calling matching). After gemetric correction, overlay the air-photo or image on the DEM. Then, you got the third image.

I hope this will help you as an idea.
