What does the title of your posting have to do with your narrative which is not a question?

WCF and "windows service" are not alternative. WCF is a technology and a framework, "windows service" is a type of application. So, the question makes no sense.

Solution 1

there is no way to schedule WCF services. you can implement your services in WCF but for scheduling you need to use Windows Scheduled Tasks or Windows Services.
