As I wrote in this blog[^] you need to be both. You need to have both a broad understanding of IT coupled with a deeper understanding of a particular subject. This is something that is referred to a T-shaped.

IE 11 .. will continue to be supported for the life of the operating system on which it is installed, including ... Windows 10.
Since Windows 10 is supposed to be the "last" version of Windows, that suggests we're stuck with IE11 until Microsoft kills Windows or goes out of business.
Reading the article, I don't think they're expecting you to use IE11 as your default browser; you just can't have an older version of IE installed.
