Sure. Instead of letting the user know their battery is no longer up to snuff and a new battery might be a good idea, they just make the phone more and more annoying to use.
Of COURSE they're not trying to make you upgrade to a newer model.

The question becomes if Apple is actually measuring actual battery performance or some metric of the various battery historical datasets; including but not limited to charge cycle data or battery age.
