That was a pretty ignorant and biased article. Everyone of the skills mentioned are needed if you want to become more than a run-of-the-mill programmer. Even as a web dev (at whom this article seems to be aimed at), you need to have these skills if you want to be a top-notch programmer.

I'll weigh in on the local development environment point.
I work on a huge legacy codebase and without a local development environment I would not be able to do my work.

Whew. I wish I didn't have to deal with setting up dev environments (kiss a day goodbye if i have to start on a new project type) or dealing with packaging (my job for the last few months has been all about trying to figure out how to get our stuff to run in Docker/k8s).
