When I tried your code snippet:

DWORD dwBytesWritten;
HANDLE hFile = CreateFile("c:\\file.dat", GENERIC_WRITE, 0, 0,CREATE_ALWAYS, 0, 0);
if (! WriteFile(hFile, NULL, 12, &dwBytesWritten, NULL))
    DWORD dwError = GetLastError();

GetLastError() returned ERROR_INVALID_USER_BUFFER. I would expect this as I told WriteFile() to write 12 bytes but did not provide those 12 bytes.
