It works fine here:

I can encode or not as I want:

But in Q&A it always posts as:

With no choice as to how to post a formatted fragment.

Which browser? On pasting it's meant (and does for me) show the paste options to the right (and outside of) the text window. Having it popup and cover the text was annoying me.
Try Ctrl-F5. It could be a cached stylesheet issue

Yes, it was annoying over the text, but now it's gone completely.
I just tried it with IE 9.0.8112.16421 and it didn't show either - just HTML encoded without adding the pre/xml tags. It shows here: Over the top of the Smileys - which makes me think that may be the problem. Q&A doesn't have the Smiley box...
(And why the f'in heck can't you copy-n-paste the version from the IE about box? Not your problem, just another MS stupid move)

First, I don't even want a reply from management on this one, just think about it before you rule it out, that is all I ask.
I think it might be a good idea to eventually give the members here an option to change the default color theme for their view of the site...like Gmail. We all know color affects us psychologically, and well, orange and green aren't exactly mood elevating colors...I know the orange/green is traditional and change can be a hard thing to embrace sometimes.
An example to prove my point is this, your buttons on the site no longer look like they are from the beginning days of website development.
...Bob can still remain green and emotionless.
