can you please provide links? You can use the "Update Post" button.
It is known that there are some members in the Q&A section who are kinda rude when they post an answer or a comment for a question - specially when it is the askers' first question and he/she does not know a lot of how we like questions asked in here.
I don't know about your issue since I can't see the example. But 99% of us highly appreciate new members who are interested in our community and want to gain a benefit.

How about throttling the number of top-level messages a brand new user can post to 3, per 15 minute window??
The should cut down on the amount of live streaming spam.

You can throttle those too. Every account request comes from an IP. No more than 1 account created from any IP in the last 15 minutes.

Nope. An account goes "inactive", but it doesn't appear to really take effect for 30 minutes.
