The account of the article writer is of type group eventhough the image and name suggests there is a single person behind it. The first alleged puppet is a member of that group who wrote the article. Whilst it doth look suspicious I don't think I would call it a sock puppet. It might be some other dimension of tom foolery though.

Yeah, I agree and I was going to report all of it too, but then I stumbled upon the article from August (read the Editorial Note): An Extra Pair of Hands, 24 Hours a Day, 7 Days a Week[^].
Does this mean it is a CP sponsor and protected by the hamsters?

That article is in its correct location, i.e. the Product Showcase which is paid for.
I don't think that gives them the right to try and push other content into other sections.

I posted this article in the lounge (yes I know I probably should have posted it here, whops) Article violates Terms[^].
Anyway, today, in a period of 7 mins, 19 of various posts of mine were mysteriously down-voted. I assume this was related.

I also spotted some paranormal democratic activity directed at myself, but if I were you I wouldn't worry too much.

This guy[^] appears to have been on some sort of downvoter strike, after one of his articles got downvoted by another member.

Whatsoever, he then voted an article with two stars, using the great comment "....."

Afterwards, he voted another article with one star, with the not really better comment "could have done better" - Constructive criticism sounds different, I suppose.
Given the context of the Lounge post (And believe me, that story is true, sadly the said article by RAJ is already deleted) I'd say this is pure abusive behavior by the member RAJ, and we should close his account as abusive.

Just let him be, as long as he is only downvoting posts we can't really prove that it was him.

I woke up this morning on lower reputation point that yesterday and when I checked my reputation details I found a series of down votes to my answers. What to do in this case?

Do nothing. Reputation points are completely meaningless.

Ignore it.
It may be they are deserved (I don't know which posts got them so I can't say), it may be a number of people just didn't like them, or you may have annoyed someone and picked up a stalker.
The best thing to do it ignore it: if you react it shows a stalker that you care and that encourages them to continue, because they are getting a reaction from you. If they don't get any reaction, then the "fun" goes out of it and they get bored and move on. We all get them from time to time.
It's not as if you could convert rep points to cash, is it?

I am getting the same because I pissed off someone who is just being un-rational.
I do think that there should be a limit of say 15 mins to how often you can down vote any given individual, because I got 19 down-votes in 7 mins!
I think there is a lot Code Project could do to improve its voting systems to prevent these kind of attacks.
