If low speed probing packets are taking up as much as half the available capacity of wifi networks; and their defenders are arguing that they're needed for wifi in embedded devices like smart power meters, why not just significantly reduce the rate the routers check for them by default; especially if it hasn't found any of them recently. If your power meter has to wait until 12:00:10 to connect to your network and report your monthly usage to the billing office instead of doing so at 12:00:00.01 nobody cares.
