About reposting with another account... I only have one account but there are some members who have a secondary one. I don't see it as reportable.

Just hit the "Extremely poor quality" button, or explain to the poster why it isn't suitable for publication and then hit the button.
I use this:
Try something for me: have a look at the article, and use the "Collapse" feature on each code block to "hide" it. Mentally remove the images. Look at what you have left. Not a lot, is it?
The problem is that an article is supposed to be all about the words - a research document if you like - with images and code fragments added to make the text more readable and easier to understand. And then expand into more specifics from that.
