That's not a question we can answer: we have no idea at all what your "bytes data" contains, nor how it is organised. And Vector graphics come in many varieties, you need to know exactly the format of the data to use it in any way.

So start with the source of the data, and find out what exactly the data is supposed to contain, then check it does. You can then start thinking about how to use it, but not before.
