You need to write a Windows service because a Windows service runs without anyone being logged lon.

Know one else will be able to manage it either. A .NET application requires the .NET Framework which only available after the OS has loaded and is running. The best you will be able to do is use the Run registry key, but it will only happen when the OS is started not when the system is powered on.
