The question is not fully formulated. What does it mean "send"? Basically, it depends on what do you have on the other part which should play a role of the server. In all cases, you will be able to "send" the file to the server part.
If the FTP server is running you would need to use

^]. If the server simply use file sharing service and share the files, your client part can simply copy the file. If HTTP server is running, you can upload the file using

^]. If a server computer runs some specialized service with possibility of sending files, you need to use its application-level protocol on the client side.
There is no such thing as "just send".
