Hi,

If you know C# the best way to start with building mobile programming in .NET is to use a tool called Xamarin Studio. This allows you to build cross platform application for multiple platforms like WindowsPhone/Andriod/iphone/iPad etc using C#.

If you are developing for Windows Phone, it might be useful to read about Xaml based programming / Silverlight.
