how do make a real time web application with push notifications?

from days am working on system center operations manager and i need to send which ever alert is raised in (scom) to a web application.how can i do that
can any one please help me doing that done? like which technology i need to use.
any help is appreciated.

Use developers. They are special kind of biotechonology that do technical things in exchange for pay.
