For ASP.NET I would encourage you to take a look at
MCSD: Web Applications Certification
, after that maybe even MCSA certification.
I feel that these are more essential to this area.
Regarding the minimum time, if you have experience in this area then it should not take long, cca. a month for all three exams.
Regarding the best way, well there is no best way... it depends mostly on what type of learning style you respond the best. Is it a auditory stimulation, visual demonstration, or something else?
Nevertheless if interested you can find
here some HTML, CSS and JS programming tests
and
here C# coding tests for preparation
. You can actually find
a lot more programming tests on TestDome
.

Word of advice, you don't need school or collage.
You see you can just choose the desired MCP certificate path, prepare for it and then find out where in your city you can go about doing Microsoft certification exams.
That is how I did it, also the preparations is not that difficult, you can find a lot of resources on the internet.
For example for your SQL requirements you can check out
this SQL coding tests
. Actually if you achieve good score on that test you can even get a
free programming certificate
.

These are free programming certificates which you can get (if you're good enough)
by solving programming aptitude tests from TestDome
