Yes, this is the id of a Cover Photo, they have different JSON structure but can be fetched using the same URL scheme.

2. http://graph.facebook.com/" + photo-id + "/picture?type=normal&redirect=false will return a JSON response
Try using the Graph API Explorer - https://developers.facebook.com/tools/explorer to figure out what exactly is wrong.

In your case
1. "682459971849744" is the photo-id
2. Supported types are thumbnail, normal, album
Try 'normal' instead of 'large' and do not specify a size.

It seems you actually wish to send the SMS from your Server to the user who is using your android application. If this is the case, then you will have to signup with any Bulk SMS provider offering API access to their servers along with a few SMS credits.
