Please define "accessible"... is it:
-Visible in Explorer
-Writeable (ie. not read-only)
-etc

Do you need to encode anything in the key, e.g. enable various features, or is it simply a pass/fail thing?
How is the key passed to you... will the key be entered in some UI by the user?

Simon: Not trying to be a jerk, but may I humbly suggest that you refrain from posting answers on subjects that you know nothing about? (Why on earth would you post an answer re: C++/CLI if you know nothing about it?) It's hard enough to get good info from knowledgable people (eg: SAK) without having to filter out the noise from know-nothings who post bad info.

Thanks for the answer! To keep moving while awaiting help, I coded it w/o the null check, but it felt strange. On your suggestion, I did try invoking w/o any handlers, and it didn't throw an exception, so I guess it's not needed :)

Yeah, I did see that in your original post, but thought I'd fwd the link just in case there was something in it that might lead you to a solution.

If the scrollbar is visible but not working that would seem to indicate that the HTML content is smaller than the webbrowser control, thus there's no need to scroll.
Are you sure the content is larger than the control?
