check your network settings, as well as inner exception. If you are in your office network, that might be possible the file you are trying to download is blocked by your company proxy.
From browser, suppose you are able to download the file, then open Visual studio with administrator and then give a try.

in your client config, i do not see port number on tcp binding.

Well ,this link is userful,but i just want the equivalent method for CryptoStream in JAVA.

I already tried above Cipher.html url. The key generated from Java and from .NET are differ. So if i encrypt the text using .NET and try to decrypt text using JAVA ,it will not work properly.

here they have devexpress control. I used simply asp gridview and i do not find ASPxGridView.CustomColumnDisplayText event. This is for devexpress gridview not asp gridview

in your rdr,r u able to read records?
Do one testing like inside sing (MySqlDataReader rdr = command.ExecuteReader()) take one datatable variable
DataTable tmp= new DataTable();
then tmp.Load(rdr);
then just count the number of rows like tmp.Rows.count. Check here r u getting positive count.
If not then your query have some problem.If your getting count then simply assign that data table to gridviewe datasource.
