What I discovered was that the problem was because both computers are on the same network. So I "guess" the router is "not allowing" the computers on it to connect to its public IP address since the computer I want to reach is still on the same network, so the router is telling me indirect to use private IP instead. It seems public IP can only be connected to from another network and not the same network

Here is what i want to achieve:
Have a mobile phone (BlackBerry) connected to PC via USB cable through BlackBerry Desktop Manager Software Driver. There will be an application on the mobile, and also an application on the PC. Both applications (Mobile and PC) should be able to send string messages to each other. I have seen applications that do this. An example is an application called "Tether" on BlackBerry App World.
In line with what you said, i.e. setting up device to show itself as a serial device on it's usb port, can the BlackBerry Desktop Manager Software driver do this? I'm sorry for asking this type of question, its just because that i am a novice.

Thank you for your response sir! I read an article that talks about COM like what you said, but i dont seem to figure out how to create the communication with mobile. Here is the link
http://janaxelson.com/serial_ports_dotnet.htm
and also i got another tutorial on how to connect mobile to PC to exchange data here
http://developer.nokia.com/community/wiki/How_to_use_USB_cable_connection_in_Java_ME
but all my effort to make it work was in vain
I dont know what to do again. Pls help me

thank you for your response sir! I kw what icmp is, but I believe that there is nothing impossible when it comes to technology. I believe there will be a way to do this using icmp. I read some articles in google describing this using raw socket in vb.net but i don't really understand them.
This is an assignment given to me in college which i have to submit on the 15th of october.
Pls help me

Hahahaha. Thank You very much. I read through your link carefully and i saw some people commented that the solution ain't working for a 64bit machine which is currently my development computer. So i followed the link provided there and managed to convert the code to vb.net and believe me. IT WORKED PERFECTLY!!! It did the exact thing i want it to do!
Thanks once again. I owe you one hamburger..........lolz...

Thank you for a wonderful link you provided. I judiciously followed the link you provided but the codes i found there were written in c#. I tried to convert it to vb.net and after conversion, when i tried to use it, i got loads of errors so, i am unable to make use of the code. Pls assist me with the VB.NET version of the code so that i can easily call the job.AddProcess() method to do the job for me.
Thank you in advance!

thank you very much for your reply. When i was coding, i figured out that "any data sent via UDP can only be retrieved using UDP". I discovered this by creating a TCPListener to listen to port 9201 on my local machine and i wrote another program using UdpClient to connect to 127.0.0.1 port 9201 and i sent some data. After sending this data, the TCP listener i created just keep listening, i.e. it does not accept any incoming connection despite the fact that i am connecting to the port its listening to using UdpClient.
So, when i discovered this, i created another UdpClient in another project and bind the port 9201 and read the input and i got the message and everything works fine. So, after performing all this exercise, i concluded that before i can send data to a server using UDP, i must write a script that uses UdpClient and bind the port 9201 and read response and this script will be placed on the web server.
Now, i am pretty sure that ASP.NET can be used to write the server script but i am not too good at ASP.NET but i am good at PHP, so i dont know if PHP can be used to write the server script using UDP. If i can use PHP, pls help me with sample code and if it is also ASP.NET, help me with sample code.
Thanks
