maybe I misunderstood your comment, but MSVC++ always use wizard to create project.
File > new project > visual c++ > win32 Console Application > OK > next > application type: Console Application > Additional options : Empty Project.

your code is cool, but I think, you 'miss-place' with min and max,my result:
NT timer resolutions (min/max/cur):15.6/0.5/15.6or I missunderstand again? - -"

no, not return value but it show,
nRegQueryValueEx(~MHz) failed (2)
nRegQueryValueEx failed (2)
That means, File not Found, why file is not found? because I used the same path with RegOpenKeyEx()

Thank you for your comment, and more in-depth detail about Sleep().
but my question is how to figure out CPU freq, as I demonstrate that QureyPreformanceFrequence() is not really work, my CPU clock is 3.07 GHz but that function return only "~2.9MHz".
