I've edited my question and given the code that is not working. But I just wanted you to know I successfully did it for a web app.

True, the radio buttons are being used for multiple choice answers. But the issue is, even though i can access them by their names, anytime I move to the next question by clicking a button called "Next", the selected radio button on the previous question, is already selected on the next new question.

@Kschuler, thanx for the reply. Its true what you said.
Now, I would like to narrow it down to the issue with the radio buttons. I used the radio button-list because all the radio buttons are seen as one. I could access a radio button by index. But with what I am trying out in the desktop application, I have to code for the radio buttons differently.

In a way, we swayed from the actual question i asked but thanks for the help all the same, i have found a way to go about the problem i was experiencing.
The fileupload control does not show the whole file directory address, but just the filename and its extension. That is how it has been programmed for security reasons.

That's right. I have stored the question number, the question, the various choices/answer suggestions and the correct answer in the database.

Like you said i was doing some bad coding, i've resolved the "no row in position" problem by substituting the for loop with a while loop and it works just perfectly. Thanks a lot

I checked the table in my database, and i used the number of rows in the table to set bounds, that's why i'm confused. Because there are enough rows.

Which i now agree, but now i'm also getting this error:
'There is no row at position 29.'
That there are no rows in some positions, which i guess the GoTo X was handling. Don't know if you can suggest a way around that as well?

In other words, any better code to replace this:
X: For i = 0 To a.GetUpperBound(0)
t = arbit.Next(1, 99)
If Array.IndexOf(a, t) = -1 Then
a(i) = t
Else
GoTo X
End If
Next
?

@ThePhantomUpvoter, thank you for your follow up, i took out the Goto X, and it was working better than before, but the only thing was that an error kept reoccurring,
'There is no row at position 38'
'There is no row at position 39'
And with the loop, i figured that if i wanted to do the query that number of times, then a loop will do

@Sergey, debugging process is slowed down, and the page doesn't load at all sometimes. The page taking to long to load doesn't make the application perform well.
@ThePhantomUpvoter, How do i make it better?

I already have the code below, only that i don't convert it but it works just fine
r.SelectedIndex = dt.Rows(ctr).Item("selected")
And i tried both the codes above to see if it could automatically check the right radio button by retrieving its correct value from the database but it's still giving me the same error:
"object reference not set to an instance of the object"

Thank you Nandakishorerao, i tried your example but i gives me this error:
"Object reference not set to an instance of an object."
In my database i store the correct answer as an 'int' but not as text, so it probably check against the number of items in the radio button list, anyway on how to handle that?
Thank you again

dim nums as String = Request("marks")
that's where the problem resides, i guess it not doing what i want it to do. So i changed it from that to:
num = Val(Request.QueryString("marks"))
i want to convert the string value of marks to a numeric value (integer) but it seems this is still not doing the job. Because it is the for loop that is not working, if only this would work problem would be solved

Before this was my code for Redirect:
Response.Redirect("QuickStart.aspx?marks=" & label1.text)
Currently it is:
Marks = Cint(label1.text)
Response.Redirect("QuickStart.aspx?marks=" & marks)
and the current one is giving error that, "Conversion from string "Label" to type 'Integer' is not valid."
