ASP and ASP.NET are two different things.

You get people to upload a file by getting them to select it with a file selection control. Then you can access the data on the back end. Your best bet is to use Microsoft tools for office to extract the data from the Excel file, to create a viable data source for a gridview. Of course, you're assuming there is only one sheet in the file.
