When a user minimizes my site which is a sharepoint portal, and when any updations occured inside the portal, i need to alert the users with a popup.

Is there any way to do this??

SharePoint is, in essense, a Web Application. You would create as popup the same way you would with any other web application. However, what updates are you talking about? The page could have any number of webparts or other elements on it which are all passive and would need the page to be refreshed to be updated anyway.

For example my portal will have news feeds.
If a new news is fed i need to inform the users about this post with a popup so that the user can navigate to my portal through that and view it.

Is there any feature in sharepoint to enable this?

The only thing similar is the alert mechanism for lists, but that would send an email. You will need to create the functionality yourself for using a popup window

I'm not trying to be flippant, but you need to read some documentation, get some training and learn SharePoint before attempting to work with it. This is a question that can't be answered in this space.
