Here is what I think: you probably started to select a carrier path too early. If you don't even know how to start a project, you decision to go with Oracle could not be mature enough. To really understand what would you prefer and in what field you can do better job, you need to try this, then try that… a pretty representative set of technologies and project types. In many of these directions, you need to achieve some reasonably acceptable level of mastership, otherwise — how can you understand where you can perform better, where you would feel more comfortable, what would be more interesting and satisfying to you?

To me, it looks like you whole approach and view of the career problem is somewhat wrong.

If you feel that my advice would mean lack of focus and waste of time, think again. In real life, the things are just the opposite: too much of focus can be a waste of time. Of course, I wish all kinds of health to Oracle Corporation, but can you be really sure, that after ten or twenty years, on the pike of your career, Oracle will still be around and more or less in high demand? What if other products and technologies will dominate later? No, the attempt to direct the whole career on just one product is risky and naive. The real world needs much wider experience, even though it may seems that right now "just Oracle" people are in high demand. More importantly, you want to be a master with much wider set of skills. You need to be ready to work in the quickly changing world and learn particular technologies quickly. And the only way to be ready for that is starting to work with many technologies is to start learning them now. This is not so difficult as it may seems, but it's certainly a lot of hard work. To be successful, you need to focus on fundamental aspects of programming and related technologies while doing real-life projects with your own hands. Many people are able to do it successfully; so you should be able, too.

Good luck,
—SA

I don't think there is a single site to cover everything. How about CodeProject? Or, do you mean free Web hosting good for practicing? It depends on technologies you want to use (LAMP or just PHP is easy to find, everything else is harder.) Usually, you can do everything on your local computer.
I could answer is you ask about more specific stuff.
