Why didn't you politely read the original documentation? :-)

No. It was conceived and born for Windows as Next Generation Windows Services in the late Nineties.

There about 35 languages using the CLI, which means they will work with .NET: Wiki[^]

Yes. Search for MONO and you will find versions that will run on Linux, Mac and Android at least (Though you have to pay through the nose for the last one, it is now owned by Xamerin[^])

Q: "Was the .Net Framework prepared and established for building and developing web applications only?"
A: No, you can also do console applications, Windows forms applications, WPF, Services and even another language if you feel up to the task.

Q: "How many languages it consists now?"
A: List of CLI languages[^]

Q: "Could I run it on another operating system doesn't belong to Microsoft?"
A: Have you heard of Mono[^] yet.

BTW, these were all very easily searchable via google.

Best Regards,

— Manfred

I also voted 4, as only one point is not 100% accurate: .NET Framework does not "consist" all those languages. Just two language compilers, C# and VB.NET are bundled with .NET Framework (redistributable) distribution; they are the must, to support CodeDOM providers included in the API. The languages are not part of .NET (except the two mentioned above, in the sense explained) but are based in it.
