Enable certain programs and websites on windows

I am trying to create a .net program that locks and unlocks via usb key. Also, I am aiming to enable certain programs and websites when computer is unlocked. Any idea is appreciated. Thanks!

What I have tried:

I am able to lock and unlock windows but have no idea to how to enable programs and websites.

Solution 1

You run in "kiosk" mode and only use a "virtual" keyboard.
