When I logged in I clicked on the "Remember me"(Something like that) check box.
And now I am not able to sign out. It signs me back in again.
I have to clear the cookies sometimes to sign out.

It's a shared machine. So I don't want to leave signed in. Better sign out.
This problem occurs sometimes and not always. I wonder what's it?

It depends on the user. For first time article posters and article posters where their article repeatedly ends up with a low score then maybe the wizard should accept the article and not publish it until a moderator has approved it.
Other people post consistently good articles and they should not be penalised in such a way.

I want to ask someone about their article, how do I contact them, how do I contact anyone in CP for that matter, unless they posted an article?

It's good form to post your question in the article's forum. The author(s) will be notified by email, and other readers will see the question too and may be able to help you out.
