Hello,
I'd like to make a small suggestion. When voting for an article, we get an empty popup waiting to be filled with a reason for the vote. However, only votes of 1, 2 and 3 actually need to be justified. There could be added some indication that if the vote is a 4 or 5, the popup could be left blank, even although leaving a comment would be nice.

Recently I updated my email id in the profile and ever since I've not received any of the newsletters from CP. I changed the both login email as well as article email details. I'm able to login using the new email and the problem is only with the email delivery. BTW, I've even checked the junk email folders and nothing's there.

This is in reference to this post[^].
The answer given by the first answerer[^] was completely wrong. So I 1-voted it and provided a reason there.
I also gave an answer to the question, which I feel, was a possible solution to the question.
The answerer comes back and down-vote me with an invalid reason.
Chris, I posted a reply to one of your post about removing my vote of 1 few days back. Here[^].
This is one of the example that I was talking about.

But it's not about up voting or down-voting an answer. It's about the reason behind it.
I could have down-voted without giving any reason. And he would have probably never known about it.
It's like, since I voted your answer down, you come back to take a revenge and down-vote the correct answer as well.
He could have had a discussion with me and justified his point. And I could have re-considered my vote.
Moreover he modified his comments after I wrote this post.

Sadly you are expecting sense and rationality in an environment where the only form of retaliation is the 1 vote. Now, if you could deliver a slap down the wire, it would lead to much different behaviour.

I am sorry but I was pissed when I saw his reply. May be because I was not in the best of my mood. 
I expected a justification.
And this is not the first time he has done such thing. He used to answer questions that were about a week or two old with nothing substantial to add.
I had the same old him in my mind.
Moreover I did a test of the answer before down-voting him.
Anyways, I got to move on!

That's alright. Now that he has changed his post, perhaps you could re-vote? A 1 seems harsh. His reply seems to be the most probable solution.

That's what I meant by providing a comment there. I expected a better reply from him, a justification to his answer. But his reply was very harsh.
I did a test on my local machine.
FileUpload.PostedFile.FileName and FileUpload.FileName gave me a same value. I will test it on a server and reconsider my vote for sure.
