There is no waterproof solution, but it is probably the best one.
The ISP don't renew every nn.nnhours, IPs are recycled after a period of inactivity, and this period is determined by the ISP. The likelihood of two CPians getting the same IP in a shortish period of time is slim but, as you point, non-zero. The probability of two spammers getting the same IP is further reduced.

Not if the offender is behind a firewall, say from a large corp or a University.

Yes, you were and I think it was very unfortunate that he accused you of this without any evidence. I have replied to him and he has apologized. The troll's account has been disabled too, so hopefully it's all good now.

Huh, I always thought those messages that had replies and that got deleted just said "Message Deleted" rather than disappearing.

So did I. I thought deleted messages only were disappeared if they had no replies.
Perhaps the order was...
0) Click reply, begin typing response
1) Message is deleted, has no replies so wiped entirely.
2) finish typing reply, click post
3) messed up tree.

Just wanted to check out the Web Development forum and it shows only 1 topic. (Want to display images from database with thumbnails but I have errors)
When I open it is shows the message and also the rest of the topics.
When I try to open a reply or topic I just get the first topic again.
2nd page seems fine.
