May we please put in a rule that new users[^] will not be able to post an external link in messages is specific forums like lounge for first 20 messages (overall).

No, sorry.
New users may very well be users who have been watching and reading for a while and now want to participate. It's not fair to hobble their involvement because because of a (relatively) small number of spammers.
The "vote to remove message" and member reporting system are here to be used. I think what you're after is this[^].
Maybe?

I already used vote to remove message and reported member as spammer, I am concerned about the trend although the number is small now but it looks like it is going to increase. So we should at-least think some strategy to tackle the issue in near future.

How about adding A question like this?
The question:
Select one from options bellow that best describe who you are!
1. A programmer who want to join the community
2. A scholar who want to share his knowledge
3. An expert in <Language here> who want to have some quality discussion
4. A newbie programmer who had an urgentz request
5. A spammer
If he choose #1 then redirect him to The Lounge[^] after registering
If he choose #2 then redirect him to Post New Article[^] after registering.
If he choose #3 then redirect him to Forum List[^] after registering
If he choose #4 then redirect him to Ask New Question[^] after registering (It's best to focus the rules first).
Lastly, If he choose #5 then redirect him to ***** or whereever appropriate.

Can someone from CodeProject add a message board for ASP.NET MVC? I think it has gained enough ground to get its own message board.

Asp.Net MVC is part of Asp.Net only with a different project template. Both can be used in the same project and are closely related.
Having a separate Message Board may confuse users, whether to put the problem in Asp.Net or in MVC. So, keep posting your problems in Asp.Net category only.

MVC is still part of ASP.NET. I'd prefer to keep them together for the moment.

Editing your signature doesn't trigger a preview update. You need to go back and edit the message body before it acks the signature change.

Where did you edit it?
If you edit your signature on your setting then of course the sig on your previous messages will remain the same.
If you edit it during message, then it is indeed a bug

I'm trying to write some pseudocode in a message, with lots of little copyies and pastes and such and the new "features" are a hindrance -- the window keeps moving around and the cursor keeps jumping to the bottom of the message.

Would be nice to have a little checkbox that you can turn on/off preview etc.

Exactly, it's quite annoying and I wish I could turn off all those features. I don't really need a preview "as-I-type", and not to mention about the automatic paste dialog.

Which browser, and which window is moving?
One thing I have noticed is that the "Text" window (for entering your message) can expand ever so slightly as the preview window itself becomes filled with stuff. Is this what you're seeing?

Oh, right. Win 7 and IE 8.
The worst is that the cursor keeps jumping to the end of the text, but also the viewable portion of the text in the editing window doesn't stay put.
