Can it be a change of vote ?
CodeProject keep track of who voted and don't give points again when voting again or changing the vote.

like the other person suggested, didn't reach the limit that day (or any other day for that purpose

As near as I can see, the voter just created a message with the title "My Vote of 5" without actually voting.

Unless you start looking at people who try to fake votes for their articles to get rep?
Anyhow, looking at the author page, I doubt it's the case He's been around for eight? years ...

Forging a fake My vote message looks fairly simple to me.
1) choose the General icon.
2) type the title My vote of 5
3) and type a congratulation message.

On the questions and answers forums, there are two tags, NotAQuestion[^] and NoEffort[^] that are actively available in the Tag cloud on the Quick answers forum.
No one would want to click them to answer a question. Aren't they pretty much unnecessary there?

The thing is that they are still present there. I hope it gets removed, from the Tag cloud. I am not talking about the questions themselves. I am talking about the Tag cloud, which is used to filter the questions.
Who would want to filter the question by these tags, unless being a protector or admin.
