If a member posts spam or abusive content, then members can report his account. If 5 members report his account, then his account will be closed.

I don't know. I think (I could be wrong) the account is removed forever. Can you give the member name of the account of your friend. Perhaps I can tell you whether he posted spam or abusive content.

The account isn't removed forever - it can be reactivated.
One member managed to have his account Abuse banned three times in a single weekend, if my memory serves correctly!
If you get an email telling you that you can catch Swine Flu from tinned pork then just delete it. It's Spam.

Currently, when you report an item, the behavior is not consistent. For comments in QA and posts in the forums (as I recall), there is a confirmation feedback.
Reporting Questions, Answers and Member Profiles does not ask for confirmation. Neither does deleting an answer in QA (I have not tried deleting a Question or Comment).
This should be streamlined so it behaves consistently all over.
I am in favor of not having to confirm the intent to report, but having to confirm delete. To report an item, you first get the popup menu, which gives you a chance to back out, but the delete goes through right away, leaving you wondering what just happened.
I have done that on my phone a couple of times on Answers I was trying to report. So far I have not done any real harm, but it seems to me to be too easy to accidentally delete an Answer with everybody having touch devices these days.

This[^] member is listed in number 2 spot for Top Experts in 24hrs in QA forum right now, but has not answered a single question in last 2 days. Also the member has around 6100 Authority points for answering just 61 questions. Is that even possible?

Upvotes add Authority rep points as well. It could be possible.
About being in 2nd position without answering anything... maybe a bug posting / deleting answers?

Yes that is possible. The member also may have got a few extra points because of the bug (I got 50 points once for an accepted answer ).
There is a fixed icon against my post so that is good news.

I see that you can reply privately to a post by clicking the email button, but wouldn't it be helpful to have a private message button on each profile page?
IMO, it would make for easier contacting.

True, it would. And I am in support of this idea.
Some members disable private messages, but the same setting can be used to disable both the link on the messages and the link on the profile page.

I went here[^] from a link on the bottom of the home page.
At the top of the page, it says that it's an offsite news item.
Unless there's another site out there that looks identical to CodeProject, it isn't offsite.
Is it still supposed to have the frame? Is this by design?

It has been like that for a while. I think a simple if statement that checks the host name in the URL would work for making things on this site not be in the frame, while off site things are.
