While I would never claim that my perceptions, and assumptions, are those of any substantial number of other CP Members, I do think that seeing a search facility at the bottom of the article page with the same title as the search facility at the top of the page does lend itself to an inference that the bottom search facility has the same behavior as the top facility, and that it is placed there to save the user navigating up to the top of the article web-page to use said search facility.

"Search within Messages" would be an improvement, for me, but I think it's still not really on-target.
imho, one can consider all CP Articles, and their Comments, in theory, as being "threads" in an "implicit meta-forum" that just happens not to have an explicit name, like other Forums. In practice ? ... well my opinion is that CP Members are socialized to perceive Articles as a horse-of-a-unique-breed, and socialized to perceive non-author additions to said Articles as "Comments."
When one posts an Article, one does not see the use of "Post a Message."
When one wants to add their two-cents/pence worth of blatherskite, or quizzalus/querulous, to an Article, what you see is "Add a Comment or Question;" you don't see "Add a Message."
So, I respectfully submit to you, esteemed Mentor, that "Search Comments" makes sense in terms of both CP history, CP Members' acculturation, and context (the specific spatial location of said bottom-most search facility in context, and its special purpose).

You've raised a good point: I'm being inconsistent.
I have "New Discussion" in Discussion Forums and "Add a comment or Question" for articles, so why not two sets of wording for articles and Discussion boards?
So how about "Search Comments" in articles and "Search Discussions" in non-articles?

I'd suggest to do nothing. The CP society will do the job. The spammer will gets what he deserves (down-votes and spamm reports).

That results in the same behavior. The member that adds the 3rd report is shown as having updated the post.
I wish they would change this because it brings the post back up to the top, which is really annoying.

I agree that this is a bug, but it is not specific to Reference articles. It works that way for articles, blogs and tips as well in the moderation queue.

I'm not sure this should be allowed:
1) It provides a place for spam links to be hidden
2) If you can link, then presumably you can add other HTML - which gives the malicious an opening to "destroy" the rest of the page.

I have noticed that more OPs in Q&A seem to be using the "Have a Question or Comment" button rather than "Reply" when responding to comments in their questions. Which means we don't get notified when they think they are responding to our comment or question. And looking at the latest example I can sort of see why. Would it be possible to keep the former above all the existing comments (i.e. just below the question), and move the "Reply" buttons to below the comments?
