This is not a very good question, I dont understand what you mean... How do you want to use this dll file?
(If you want an emty dll file you could just rename an empty txt file to dll and you got it ;) )

I assume you mean that you want to convert your entire website to a DLL that cannot be read and decompiled - so no-one can read your code but it still works?

If so, then you need an obfuscator: Google[^]
