Quick answer: you can't.

Longer answer: you will need to have the Flash displayed using OBJECT tags as per normal. Them to have content on top of the Flash you will need to manually position transparent elements over the object containing the Flash object. Even so, you could run into issues because of z-index issues with objects within the DOM.
