There's a difference between what the US is trying to do, get a court order to compel a company to hand over data from an overseas location (where doing so without a local court order is illegal); and the hacking the Russia's accused of doing.

Two different cases. As I understand it, the Microsoft case concerns a foreign national whose data is stored on a server outside the US. The Google case concerns a US citizen whose data is stored outside the US. Seems to me that avoiding a subpoena by transferring electronic data to another jurisdiction is highly questionable.
I suspect that both decisions will be upheld.
