I didn't see anything about prices, mostly just being able to move data and authentication. I suspect both have very large customers that want to put some of their data on Oracle's service (which is really expensive, but does seem fast) and the rest on Azure. Oracle's cloud share is minuscule and both together are still dwarfed by Amazon. (Now if any of the non-Amazon companies team up with Amazon....)
