According to the french version of Wikipedia[^], football at the olymic games before London 1908 was just a succession of exhibition games between national teams and local clubs. For instance, In 1904, the US got the silver and the bronze medals!
In 1908 was organized the first 'real' tournament as we know it now. Belgium was the first team outside England to win this tournament at the games of Antwerp in 1920

Well, The best I can find is this from Guiness World Records:

The most Olympic gold medals won by a woman is four, an achievement shared by: Fanny Blankers-Koen (1948, Netherlands), Betty Cuthbert (1956, Australia), Barbel Wockel (1976 & 1980, GDR), and Evelyn Ashford (1984, 1988, 1992, USA).
