If it is application wide, no hooks needed. If system wide, yes hooks needed.

Iam doing on socket binding program in this iam try ti bind sone ports .
Here my problem is socket is binding to blocked ports also .How can i restrict the binding of blocked ports and how can i find the which port is blocked.Please kindely help me.

You need to read up on threads a little I think before you decide whether to use single or multiple threads in you application.

A thread would be needed when you want to multi-task your application. For example when you make an infinite loop(or any blocking function), it blocks your GUI. But if you make it a separate thread, it doesn't. It never disturbs the main thread. And when you specify the multi-threading option (/MD)in your application, it includes the run time libraries that are needed for making your application "multi-threaded".
