QuestionPage encoding after virus attack [modified] Pin

I lately had a virus attack (W32.Fujacks to be exact). I have taken measures to stop the virus and I am confident that the virus is gone. It so happens that most of my settings were changed by the virus. I run Windows 2003. Here is my problem:

When I open Internet Explorer 7 on my computer and try to browse a particular Website hosted on my computer, the an error page opens with Encoding set to Chinese instead of Unicode(UTF-8) The site is an ASP.NET site. Other Websites on my computer opens okay.

If I browse the same site from another computer on the network still having IE7 it opens just okay.

Just to clarify what I have done to stop the virus on my computer:
- I updated my Symantec and scanned my computer three times and symantec reported discovering the viruses and removing them successfully.
- Removed any files Symantec had quarantined in safe mode and clearing the Recycle bin.
- Removed the autorun.inf files that the virus had copied to the system drives.
- Run Windows Defender to scan for malware and spyware.
- Used CCleaner to clean my registry.
- Used Sbybot Search and Destroy 1.4 to clean remove any remaining malware and clean registry.
- Updated my Internet Explorer to IE7 (was previously using IE6)
- Copied iereset.inf from uninfected computer to my computer to reset my Internet Explorer
- Used Sfc /Scanonce to file-check all protected files on my computer.

That notwithstanding, I believe the virus might have changed some settings on my computer before I could stop it because I am not able to change some settings in normal startup mode but I can change them in safe mode: For instance; Every time I set Folder Options to Show hidden files and folders, the system resets itself to the contrary, I cannot edit registry (I am the Administrator on my computer)

Another thing I noted is that the Windows XP operating systems in our network that were infected came off smoothly after scanning and removing the viruses.

This may not be the best forum to ask for this kind of assistance but I dont know where else I can get a quick response. Please help if you can.

Another thing I just discovered is that the encoding problem exists only as long as I use 'localhost' on the url. If I use my computer's IP I can browse the site just fine. Could the web browser be sending the web request using the incorrect encoding?
