you can imagine it to be defined like this :

i am a doing a project on video segementation,i want to know which is better platform for it (vc++ an directx ) or matlab ,JMF .my project involves training system with HMM an perform frame level analysis( analysis like co-relation,histigram analysis,dct(discreate cosine coefficients).

If you just want to run VC code in visual studio.NET (any version) then you can simply do it by opening the project in VS.NET and letting it upgrade it.
But if you want to convert your code, then you have some options like Managed C++ OR C# etc. State clearly what you want to do.

I want to convert to visual studio.NET vc++/C# and make it as a dll.
I want to use this in my c# web application.
wat I do? I am not so good in Vc++.

You can make a dll file of this project on the vc and use of it on the C#.

You have to use MAPI.
Look up CDocument::OnFileSendMail. There is source code for this.
When creating document view architecture projects you have an option to create a project with MAPI support. Check that checkbox. Click on File->Send to see how it works.
