First, welcome to the site. You have a good question, but unfortunately posted it in the wrong forum. This forum is specifically for people to submit article ideas, not to get programming help. You would probably get a better response posting this in one of the programming (language or technology) related forums.
Have you tried searching on Google or here on the site for information related to this? I don't know if doing something like this would be any different than writing a regular shell extension, but I know there are a few people here that should have some experience writing shell extensions that might be able to answer your question.
Also, be sure to check out the forum posting guidelines.

Have you tried looking on Google or tried to come up with any ideas on your own? Most people here will not simply provide you with an answer but will help with specific, focused questions.

The best place would be one of the programming forums, depending on the programming language you are using. There are forums for C#, Visual Basic/VB.NET, C++, and C++/CLI (managed).

You're supposed to "take" or attend a seminar or you're supposed to be giving the seminar where you're talking about the subject??
If you're standing up onstage talking about the subject matter, you're not going to be prepared from reading a couple of articles. You really need to have the experience behind writing actual code to see how this stuff works.

Secondly, as other people have already mentioned, you really need to pick up a book on basic programming concepts and read through it since it should answer almost all of the questions you have been asking lately.
Finally, if you are supposed to be giving this seminar you really should decline. The concept of functions is one of the more basic concepts fundamental to any procedural programming language. If you don't already understand what they are and how to work with them there is no way possible for you to talk about and educate others on the subject.

I actually I am a beginner and working on my final year project .I wanted to know how can an online site chat be developed .There are site s like APC's which provide customers to chat with their technical executive .

to run nant properly ...especially the compiler.exe is not working properly.
i dont get the required DLL at the Specified path......

That being said, you haven't really explained what the problem is. Saying "the compiler.exe is not working properly" doesn't really provide any detail for someone to be able to provide an answer. From what I can remember, there is no "compiler.exe" in NAnt. You need to download the NAnt binaries, extract them to a folder (and make sure that folder is in your path or you will need to specify the full path to the Nant executable) and then write your NAnt script (which should be in the same folder as the solution). NAnt itself is pretty well documented and provides some good samples, so you should be able find the syntax and tasks needed.
