It's clear that he believes he has found a vulnerability in the membership process that allows him to use Soapbox not as it was intended but as his private dumping ground. I have no idea how hard it would be to implement banning by IP, but until something like that happens he does pretty much as he pleases.
Dropping Soapbox won't help, IMHO, since he'd simply transfer his scurrilous posts, including those where he sings the praises of drugs to 13 year olds, to the lounge. Besides, since you asked Soapbox denizens to behave with more respect towards each other, 99% of the posts -- other than Heinze's -- have been heated, but not savage.

CSS does not possess the ability or desire to take a hint, and so long as he's able to garner replies somewhere this won't end unless he obtains at least a modicum of interest in improving his reputation here. DP knows this at least as well as anyone...

The profile page of this guy[^] says that he has no posts although he has few, for instance look at his latest comments[^].
Mostly, when you see programmers, they aren't doing anything. One of the attractive things about programmers is that you cannot tell whether or not they are working simply by looking at them. Very often they're sitting there seemingly drinking coffee and gossiping, or just staring into space. What the programmer is trying to do is get a handle on all the individual and unrelated ideas that are scampering around in his head. (Charles M Strauss)

How about a CP Classifieds section where regulars can sell/give/donate their unwanted junk items to other regulars?
Legal issues notwithstanding (which can usually be sewn up with some legal "nothing to do with me" jiggery-pokery) I see two problems and solutions:
1) Spam - make it a Gold Member only privilege/service
2) People whinging about a bad deal - make it clear that these are private transactions as in the jiggery-pokery clauses
