If you don't THOROUGHLY understand the concpets and math behind it, you have no hope of passing the course on this topic.
Why should anyone hand over their hard work (your "step-by-step") so you can fraudulently pass this course?

[Edit]Oh by the way, I 100% agree with Dave, you are screwed. I wrote an NNW robotic controller for my dissertation. It's all too easy to say I'll point a NNW at problem x and it'll learn how to do what I want. It just doesn't work like that and people who understand NNWs realise this.

You are kidding right? Do you know how much effort is involved, and I have a full time job. Worse, what you suggest is academic fraud, I know this because I'm a lecturer. Frankly I'm surprised your supervisor is letting you do this.
Do you spot a pattern forming across all the posts? The task is complicated, the maths is hard. You should spend your efforts on trying to change to a project that is feasible in the time you have.

now sir please don't discourage me because i will do it. and sir i will do it by my self. because i have implemented a simple algorithm that detects a face in live video. in which i first detect skin color then in every normal window of skin color i searches for two eyes which are non-skin colors in the upper area of the window and then in lower part of the window i search for the mouth which is a non-skin color as well after that i calculate the area among all three places. and then i draw a rectangle on correct region.
i discussed it very briefly. but i have implemented and it detects faces in live video. but it is not good as "Nural Networks" or "Viola Jones algos" etc. they are perfect. and now i wana implement "Nural Networks" but i don't understand it.
so now what do you think sir if someone will tell me that what the nural network algo is saying so i can implement it in c#.

That's a really bad implementation idea there. How do you handle the case where somebody has something like a portwine birthmark?

I don't understand the Viola Jones algorithm, or how to detect faces with a NNW for that matter. I certainly don't want to do the research on it, if I did I'd probably do it as part of of a PhD or something, at least I'd get something from it. If I were going to do this as a research project I'd do it myself, I wouldn't come here and ask other people to do this for me.
You only have two options on this one:
1) Try to change your project.
2) Put in the effort to get your project done.

3) Learn the concepts and stop trying to get other people to do your project
#3 being the best option ....
Don't comment your code - it was hard to write, it should be hard to read!

Errm, it's your course not ours. Is there not reading material available to you from your course? Have you not taken the requisite classes? Developing an application is not just about writing code, and your tutors are going to want to see the other aspects. They are going to want to see your design, your workings. They want to see that you have a thorough understanding of the underlying concepts. How are you going to get any of that if we write the code for you?

Umm...I really hate to say this, but because you want someone to write this for you or ive you the step-by-step (which doesn't exist by the way!) you will learn nothing and at that point YOU DESERVE TO FAIL!!

Sadly for you then, you aren't going to get the help.
It's my sad duty to inform you that you are most likely going to fail then. People here have told you precisely what you need to do, but you are looking for the easy option. It's time for you to realise that life is not going to deliver things to you for free; this is your responsibility, so it's up to you to sort it out.
If you can't do this subject, you need to change it to one that you can do.

No one will write do your design or write code for you, there is a perfectly vaild reason for this type of action. I recommend that you read some transactions on Pattern Analysis and Machine Intelligence, the IEEE is a great source. There is plenty of information on neural network design, theres also loads of open source neural networks out there. You have to put some effort behind it otherwise you will be found out in the workplace as a loser if you do decide to work in the computer industry.

My system has a directory C:\AAAA. Where 'AAAA' has security permissions set. ie., only read operations can be performed and no write operations.
My application tries to create a directory under 'AAAA'. i.e, C:\AAAA\BBBB.
I am trying to handle an exception to avoid a crash -
try
{
Directory.CreateDirectory("C:\\AAAA\\BBBB");
}
catch(Exception ex)
{
}
But I am observing that the catch handler is never invoked. My application is trying to create the directory, It is unable to create and it goes to the next statement after the catch block.
What would be the code to check whether a directory can be created under AAAA or not.

Could you use the FileSystemInfo class to get the attributes and check if it's read only?

whuch is a clear indication it DID catch the exception; if it hadn't, it would have returned from the current method, until it encountered a matching catch, or it would crash the app.
Never
have an empty catch block, it makes no sense. All it does is swallow an exception, i.e. hide a problem.

I would put the following in the catch clause to make sure that it is not being invoked
MessageBox.Show(exception.Message);
or
Console.WriteLine(exeception.Message);

You are in essence "eating" the exception (if the code above is the actual code you're using). Put a breakpoint on the first bracket and run the code under the debugger. It should stop at the breakpoint.

Is it really an empty catch block or you removed the code inside it for the post? Never ever have an empty catch block. Also, never use try/catch/finally as if they are same as if/else. I, personally, would prefer checking for the permission and then deciding the flow.
