Hi John,
There are two issues raised, for me, by this post.
First, if there is any 'vendetta' down-voting going on, you, and every other CP member ... I believe ... can bring an issue like that here to this forum, or raise it directly with CP staff, and get a remedy.
Second, if you've posted something, and it receives nothing but down-votes, then it makes sense to me you should be able to delete it.
But, what about the case where you post something, and some folks find it valuable, and indicate so by their responses, and their up-votes, but it also gets down-votes ?
In that case should the poster be able to delete the thread ?
I should say that, for all the great respect I hold CP in, I find such a difference in what I consider of real value on CP and 'reputation' that I totally ignore 'reputation.'
Although: I 'religiously' upvote many posts, including ones from you, for qualities of wit, style, humor, useful technical information, evidence of a sincere desire to help other CP members, etc., and I do down-vote evil screed of trolls, and 'gimme plz' posts.
I regard the behavior of voting like I think 'reputation' is meaningful as an example of a very dubious principle ... of fatuous thinking ? ... of believing that you can shape a phenomenon by acting as if it is what you wish it was.

The rules imposed by the site are that a post in the forums cannot be deleted once a reply has been made. The post in question received two platinum 1 votes, so I deleted it, and reposted it. The subject of this post isn't about the fact that I deleted it. It's about my assumption that once deleted, the points would be restored (like messages in article forums).

From your reputation History you can see what points are assigned by an action from yourself or a voter.

In your rep history, you can see the points you gained/lost, and -16 points indicates a platinum debator 1-voted you.

If you wait a day or two and then do this, the original 1 voters won't notice and thus you save yourself from -32 points.

Waiting increases the chance the someone will respond, thus eliminating the opportunity to correct it myself. Since the person/persons doing this are too chickenshit to own up to it, I saw the opportunity to correct the situation, and jumped on it.

The votes were cast and the reputation remains.
Doing otherwise would invite every person who gets a downvote to systematically wipe out their entire posting history.
Not something we should encourage.

On my Articles page, the Image Batch Converter article shows as having been deleted from GDI+, but it listed again just below the "deleted" link. It's also listed as deleted under VB.Net. The original link and article are intact. I haven't updated the article. Should I just hit the "X" to get rid of them? I've not encountered this before. The page is here[^].

I clicked the "X" link in the 2 that were showing as deleted and that got rid of them without deleting the "real" one. According to the text beside the delete option, the article had been deleted the same day it was posted. Each one was listed under a different category. It might be that whoever approved the article changed his mind about which category to post it in. Odd though, that this would show up almost a year after the article was posted.
The issue occurred the same day I won a prize for Best VB article of July, although I don't know how that could affect a different article. But that was the only activity I'm aware of on my account that day. Who knows? Probably never happen again.

Over the weekend we exposed more control of articles to authors. You can now view articles that you may have deleted but are still hanging around as zombies. This gives you the chance to fully delete items and hence reuse the basename of the item.
The basename conflict issue is being resolved very soon.

Have you (as in CP) run a script against the profile db to remove any links from members with a low rep? (but left the text of the link in place)
Going through some older profiles, looking at the formats of the message of known spam bots creations, I get the impression you have.
