It is indeed the correct place.
Go back to the article, and at the top next to the rating stars is a red flag. If you click on it, one of the options is "plagiarized". % of those, and the article disappears. But report it here as well, so others can decide if it warrants a flag!

Maybe it is time for me to go to bed - I just don't see the red flag anywhere. I see the "Discussion bubbles", but clicking on them sends me to the bottom of the page to the Comments and I don't see the flag there either and I don't see it if I start entering a comment.
I tried switching between "fixed" and "fluid" layout and I tried loading the page up in IE8 and Google Chrome.
Do I have to rate the article to get to the red "plagiarized" option?

The red flag is right at the top of the article, next to the discussion bubbles. I believe you have to have a certain reputation before you see it though.

No - it looks like it is a level problem. You don't have enough reputation yet to see the flag (this may be a anti-sock puppet thing).
For the moment just report it here and when you reach the appropriate reputation level. Which reputation you need to boost to see it, I don't know!

He even plagarised the link back to the original website. About as cunning as a duck that has been hired as proofreader (2nd class) to the Department of Uncunning at the University of North North-West Humberside.

I totally agree. That's the whole reason of posting the link of thread where the spamming was done.
In this case, I did not deleted the answers (there were 2). I left it as is. Looks like someone else did. Some crap like:
SPAM content removed now!
was posted twice.
Once you read it, report the member as spammer , do tell me, I will update and remove his spam quoted here.
