Shouldn't we apply some adequate moderation in based on some standards of practical ethics? Just the intention of writing viruses for some unclaimed purpose… even of this is a pure trolling… Huh?

How do you expect people to answer that? Without seeing the code that causes you a problem, we would have to guess. Remember, we can't see your screen, access your HDD, or read your mind! So, some people will downvote it as a bad question, particularly if they have met similar questions from you before.
"Picturebox error at Visual-WebGui" Was posted all in upper case - which on the net is called SHOUTING and is considered rude. The reply you got was not unreasonable, considering.
I don't know who is downvoting you, and I don't know who is deleting your questions (I can't see them, because they are deleted), but if they are along the same lines as the others, than yes, I can understand it to an extent.
Remember, we don't get paid for this. We do this because we like to help - if you don't help us to help you, or you are rude and arrogant, you are going to annoy people, who will react in whatever way they can.
