Those aren't spam - that is advertising, which these aren't.
Sock puppets? Probably.
Two students on the same course? Could be.
Someone who didn't like the answer he got last time, and wants to see if he can get a "better" one by asking again? Almost certainly.
As long as they don't start flooding the system with them, I don't think it needs reporting - maybe a polite "don't do that again, please" instead? Everybody has to start learning somewhere!

When I see someone waking up an old question (in this case 2 years old), I usually go for at least a down-vote unless it is an extremely good answer.
This is advertisement and waking the post up moves it to the top of the list in QA so other people will notice it. I am going for the report.
